Announcement: Solicitation of Conceptual Design Scheme for Jiaxing Central Park

一、 項(xiàng)目背景

Background

嘉興中央公園作為城市綠心，是嘉興歷史文化的載體、生態(tài)文明的示范和人民生活的客廳，承載著提升嘉興生態(tài)、文化、經(jīng)濟(jì)協(xié)同發(fā)展的重要使命，是嘉興實(shí)現(xiàn)城市能級(jí)新跨越的重要抓手之一，對(duì)嘉興城市品質(zhì)提升有著重大意義。

本項(xiàng)目列入2022年投資計(jì)劃,誠(chéng)摯邀請(qǐng)國(guó)內(nèi)外設(shè)計(jì)大師、知名設(shè)計(jì)師，引入國(guó)際化的視野、前瞻性的思維、創(chuàng)新性的設(shè)計(jì)理念，為中央公園提供整體性、可實(shí)施的設(shè)計(jì)方案，樹(shù)立城市公園的示范標(biāo)桿。

As the green heart of the city, Jiaxing Central Park is a carrier of Jiaxing’s history and culture, a demonstration of ecological civilization and a living room for people’s lives. It carries the important mission of enhancing the coordinated development of Jiaxing’s ecology, culture, and economy, and is an important part of Jiaxing’s realization of a new leap in the city’s energy level. One of the starting points is of great significance to the improvement of the quality of Jiaxing city.

The project will be included in the investment plan for 2022. We sincerely invite design masters and well-known designers at home and abroad to introduce international vision, forward-looking thinking and innovative design concepts, provide an integrated and implementable design scheme for the Central Park and establish a demonstration benchmark for the urban park.

沈磊教授總師團(tuán)隊(duì)作為嘉興市城市總規(guī)劃師團(tuán)隊(duì)，已成功組織嘉興城市設(shè)計(jì)、建筑設(shè)計(jì)、景觀設(shè)計(jì)等多種類型的重點(diǎn)項(xiàng)目國(guó)際征集，將為此次征集提供全過(guò)程技術(shù)指導(dǎo)。

As the technical support team, Professor Shen Lei City Chief Planner Team which has successfully organized the international solicitation for key projects of urban planning, urban design, architectural design, landscape design in Jiaxing, will provide technical guidance for the whole process.

三、 設(shè)計(jì)范圍

Design Scope

中央公園范圍：東至紡工路，南至槜李路，西至南湖大道，北至中環(huán)南路。東側(cè)邊界長(zhǎng)度約為3.2公里，南側(cè)約為1.2公里，西側(cè)約為3.2公里，北側(cè)約為1公里。包括現(xiàn)狀體育公園、少兒公園、植物園，以及海鹽塘西側(cè)、南湖大道東側(cè)的部分公園綠地，總面積約為4750畝。

協(xié)調(diào)區(qū)范圍：東至富潤(rùn)路、商務(wù)大道，南至槜李路，西至花園路，北至凌公塘路。包括東側(cè)的產(chǎn)業(yè)園區(qū)，住宅小區(qū)，西側(cè)的嘉興大劇院、商業(yè)、辦公及酒店等，北側(cè)的體育中心、辦公及住宅小區(qū)，總面積約為5300畝。

Central Park: Fanggong Road in the East, Zuili Road in the south, Nanhu Avenue in the West and Central South Road in the north. The length of the east boundary is about 3.2km, the south is about 1.2km, the west is about 3.2km and the north is about 1km. It includes the current sports park, children's Park, botanical garden, and some park green spaces on the west side of Haiyantang and the east side of Nanhu Avenue, with a total area of about 4750 mu.

Scope of coordination area: Furun Road and Commercial Avenue in the east, Zuili Road in the south, Huayuan Road in the west and Linggongtang Road in the north. Including the industrial park in the east, residential quarters, Jiaxing Grand Theatre, business, office and hotels in the west, and sports center, office and residential quarters in the north. The total area is about 5,300 mu.

四、 設(shè)計(jì)目標(biāo)

Objective

1.面向長(zhǎng)三角的城市客廳

Jiaxing's urban living room for the Yangtze River Delta metropolitan area

長(zhǎng)三角一體化發(fā)展上升為國(guó)家戰(zhàn)略，明確提出建設(shè)長(zhǎng)三角生態(tài)綠色一體化發(fā)展示范區(qū)。各個(gè)城市都在結(jié)合自身稟賦和優(yōu)勢(shì)，積極服務(wù)和融入?yún)^(qū)域一體化格局。嘉興作為杭嘉湖平原腹地，處江河湖海交會(huì)之位，滬、杭、蘇、甬四個(gè)萬(wàn)億級(jí)大都市中心，綠色、生態(tài)、人文價(jià)值優(yōu)勢(shì)是嘉興融入長(zhǎng)三角一體化發(fā)展國(guó)家戰(zhàn)略的先手棋、突破口。作為嘉興市中心最大面積的城市公園，對(duì)外交通便利，臨近長(zhǎng)三角高鐵樞紐站，且是嘉興綠色底板中的重要核心，打造面向長(zhǎng)三角的嘉興“城市客廳”。

The integrated development of the Yangtze River Delta has become a national strategy, and it is clearly proposed to build an eco-green integrated development demonstration zone in the Yangtze River Delta. All cities are actively serving and integrating into the regional integration pattern by combining their own endowments and advantages. Jiaxing, as the hinterland of Hangjiahu Plain, is located in the place of rivers, lakes and seas, and is the center of four trillion metropolises in Shanghai, Hangzhou, Jiangsu and Ningbo. The advantages of green, ecological and humanistic values are the first move and breakthrough of Jiaxing's integration into the national strategy of the Yangtze River Delta. As the largest urban park in downtown Jiaxing, with convenient external transportation, close to the Yangtze River Delta high-speed rail hub station, and an important core in Jiaxing's green floor, to build Jiaxing's urban living room for the Yangtze River Delta metropolitan area.

2.營(yíng)造生態(tài)低碳的城市綠心

嘉興具有“九水連心”的藍(lán)綠底色，具有打造世界級(jí)水城和生態(tài)宜居典范的潛力。嘉興中央公園規(guī)模比肩紐約中央公園，品質(zhì)對(duì)標(biāo)世界級(jí)城市公園，體現(xiàn)綠色生態(tài)、低碳環(huán)保的理念，營(yíng)造多樣性的生態(tài)系統(tǒng)，展示綠色生態(tài)前沿科技，打造國(guó)際標(biāo)準(zhǔn)和品質(zhì)的低碳示范項(xiàng)目，提升嘉興城市生態(tài)品牌價(jià)值。

Jiaxing has a blue-green background of "Nine Rivers for one Heart", and has the potential to build a world-class water city and an ecological livable model. The scale of Jiaxing Central Park is comparable to that of New York Central Park, and the quality is benchmarked to the world-class urban park, reflecting the concept of green ecology and low-carbon environmental protection, creating a diverse ecosystem, displaying the cutting-edge technology of green ecology, creating a low-carbon demonstration project with international standards and quality, and improving the ecological brand value of Jiaxing City.

3.富有文化活力的城市地標(biāo)

通過(guò)中央公園品質(zhì)提升、功能引入、業(yè)態(tài)升級(jí)，充分結(jié)合歷史、人文、藝術(shù)等特色文化，打造富有活力的文化地標(biāo)，激活周邊片區(qū)發(fā)展，打造嘉興老城與高鐵新城之間發(fā)展腹地的新引擎，營(yíng)造宜居、宜業(yè)、宜游的城市活力之源，提升嘉興城市文化品牌價(jià)值。

Through the quality improvement, function introduction and business upgrading of the Central Park, and fully combined with the characteristic culture of history, humanities and art, create a dynamic cultural landmark, activate the development of surrounding areas, create a new engine for the development of the hinterland between the old city of Jiaxing and the new high-speed rail City, create a source of urban vitality suitable for living, industry and tourism, and enhance the brand value of Jiaxing urban culture.

4.充滿智慧科技的城市名片

運(yùn)用國(guó)際前沿科技，實(shí)現(xiàn)智慧化管理、運(yùn)營(yíng)、服務(wù)，豐富科技感、人性化的游客使用體驗(yàn)。建設(shè)智慧管理系統(tǒng)，實(shí)現(xiàn)生態(tài)系統(tǒng)數(shù)據(jù)信息采集、監(jiān)測(cè)、預(yù)測(cè)、管控。結(jié)合豐富多樣的智慧科技，實(shí)現(xiàn)對(duì)公眾的科普教育作用，打造城市智慧科技新名片。

五、 設(shè)計(jì)內(nèi)容

Design content

充分考慮規(guī)劃設(shè)計(jì)整體性和近期可實(shí)施性，結(jié)合場(chǎng)地用地情況，對(duì)整體定位與發(fā)展策略、功能分區(qū)和空間布局、交通系統(tǒng)及慢行系統(tǒng)、特色文化及風(fēng)貌、建筑設(shè)計(jì)及改造、生態(tài)功能、種植設(shè)計(jì)、豎向設(shè)計(jì)、海綿城市及水環(huán)境、智慧園林、雕塑、小品、標(biāo)識(shí)、協(xié)調(diào)區(qū)景觀建議、建設(shè)時(shí)序和投資估算等提出可落地的設(shè)計(jì)方案。

Fully consider the integrity of planning and design and short-term implementation, combined with the land use situation of the site, on the overall positioning and development strategy, functional zoning and spatial layout, transportation system and slow traffic system, characteristic culture and style, architectural design and transformation, ecological function, planting design, vertical design, sponge City and water environment, smart garden, sculpture, sketch, logo, suggestions for landscape of coordination area, construction sequence and investment estimation, and put forward the implementable design scheme.

七、 應(yīng)征要求

Qualification Requirements of Applicants

應(yīng)征人應(yīng)為合法注冊(cè)的法人實(shí)體或由合法注冊(cè)的法人實(shí)體組成的項(xiàng)目聯(lián)合體（成員機(jī)構(gòu)不得超過(guò)3家）。

應(yīng)征人應(yīng)具有承擔(dān)本項(xiàng)目的相關(guān)資格及能力（滿足下列條件之一）：

（1）中華人民共和國(guó)境內(nèi)的應(yīng)征申請(qǐng)人提供能證明其具有承擔(dān)風(fēng)景園林設(shè)計(jì)或城市規(guī)劃、建筑設(shè)計(jì)的專業(yè)技術(shù)能力的證明材料，如風(fēng)景園林工程設(shè)計(jì)專項(xiàng)甲級(jí)資質(zhì)等證書(shū)；

（2）中華人民共和國(guó)境外的規(guī)劃設(shè)計(jì)機(jī)構(gòu)須依本國(guó)或本地區(qū)的管理規(guī)定具有景觀設(shè)計(jì)或城市規(guī)劃、建筑設(shè)計(jì)相關(guān)專業(yè)的執(zhí)業(yè)許可或經(jīng)營(yíng)許可。港澳臺(tái)設(shè)計(jì)機(jī)構(gòu)的資格要求參照境外設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定。

項(xiàng)目負(fù)責(zé)人及主創(chuàng)設(shè)計(jì)師應(yīng)為國(guó)內(nèi)外知名景觀、建筑設(shè)計(jì)師及知名設(shè)計(jì)獎(jiǎng)項(xiàng)得主等，具有豐富的城市公園設(shè)計(jì)經(jīng)驗(yàn)和案例。項(xiàng)目負(fù)責(zé)人、主創(chuàng)設(shè)計(jì)師承諾親自負(fù)責(zé)設(shè)計(jì)，全程參與項(xiàng)目現(xiàn)場(chǎng)踏勘、中期交流、終期評(píng)審匯報(bào)等環(huán)節(jié)。

The applicant shall be a legally registered legal entity or a project consortium composed of legally registered legal entities (member institutions shall not exceed 3).

The applicant should have the relevant qualifications and ability to undertake this project (meet one of the following conditions)

(1) Applicants within the territory of the People's Republic of China provide certification materials that can prove their professional and technical ability to undertake landscape design, urban planning, and architectural design, such as a special Class A qualification certificate for landscape engineering design;

(2) Planning and design institutions outside the People's Republic of China must have a professional license or business license for landscape design, urban planning, and architectural design in accordance with the management regulations of their country or region. The qualification requirements of Hong Kong, Macau and Taiwan design institutions shall refer to the requirements of overseas design institutions.

The project leader and chief designer should be famous landscape and architectural designers at home and abroad and winners of famous design awards, have design rich experience and cases of city park projects. The person in charge of the project and the chief creative designer promise to personally take charge of the design and participate in the project site survey, mid-term communication, and final review and report.

八、 獎(jiǎng)金

Bonus

1.一等獎(jiǎng)1名，給予人民幣200萬(wàn)元（含稅）；

2.二等獎(jiǎng)4名，分別給予人民幣100萬(wàn)元（含稅）。

1. 1 first prize, 2 million yuan (tax included);

2. The 4 second prizes will be awarded RMB 1 million (tax included).
